The NYPD’s Highway Patrol was back on the scene of a fatal accident, possibly conducting a rare follow-up investigation.
Inquiries were first made after members of the Crash Investigation Squad of the NYPD were spotted outside the New York Botanical Garden (NYBG), located at 2900 Southern Boulevard, in the Bedford Park section back on Thursday, December 8.

Officials couldn’t explain the officers taking photos and measurements, adding that no crash had taken place on that day and at that location.
However, back on April 27, NYBG employee Heather Lough, 29, was struck and killed as she rode her bicycle from the nearby Metro North Station to her job.
Robert Owens, 45, of Manhattan is facing charges of reckless driving and failure to yield to a bicyclist.
