NYC Council Member Andy King Sends Letter to NYS Leaders Regarding “Raise The Age”

New York City Council Member Andy King sent a letter regarding his support for efforts to raise the age of criminal responsibility in New York to leaders of state government in Albany, including The Honorable Andrew M. Cuomo, Governor of the State of New York, Honorable Carl E. Heastie, Speaker of the Assembly of New York State; Honorable Andrew Stewart-Cousins, Democratic Conference Leader of the Senate of New York State; The Honorable Brian M. Kolb, Republican Conference Leader of the Assembly of New York State; The Honorable John J. Flanagan, Republican Conference Leader of the Senate of New York State, and The Honorable Jeffrey Klein, Independent Democratic Conference Leader of the Senate of New York State.

King contextualized “Raise the Age” efforts against a sordid national history of racial discrimination rooted in the United States’ Constitution, which constructed African Americans as three-fifths of a whole person, for the purpose of a population count to allocate Congressional representation. The Council Member, who passed legislation making March 5th “Three Fifths Clause Awareness Day” in the City of New York, has advocated and passed legislation in the Council calling upon Congress to author official language amending the Constitution to establish African Americans as whole.
