In this nonpartisan special election Ms. Otero will be running under the independent Bronx Stronger ballot line. 

Ms. Joann Otero served as chief of staff to former Councilwoman Maria del Carmen Arroyo. She relies on her ten years experience working for and with CM Arroyo to carry her into office. (Arroyo initially supported another candidate to succeed her and, along with other members of her family, she has donated to the campaign of another rival to Ms.Otero.)

Of the six candidates, Otero says she is best positioned to understand the unique issues facing women. Only 14 of the 51 current city council members are women.

Ms. Otero stresses the need for state of the art technology and after school programming to enhance education in district schools. If elected, she will work to improve area schools so that they can offer a better education to the district’s children

As a former resident of public housing, Ms. Otero says she understands the need for quality and affordable housing in her community. If elected, she will be an advocate for new and improved housing for the residents of the 17th Council District.

The 17th Council district includes the neighborhoods of Longwood, Hunts Point, Concourse, Concourse Village, Crotona Park, Melrose, Morrisania, Mott Haven, North Brother Island, Port Morris, and Soundview.
